A reader sends this Small Wars Journal article, which considers the use of .mil forces in CONUS to suppress a Declaration of Independence-citing rebellion against failed central government:

…In May 2016 an extremist militia motivated by the goals of the “tea party” movement takes over the government of Darlington, South Carolina, occupying City Hall, disbanding the city council, and placing the mayor under house arrest. Activists remove the chief of police and either disarm local police and county sheriff departments or discourage them from interfering. In truth, this is hardly necessary. Many law enforcement officials already are sympathetic to the tea party’s agenda, know many of the people involved, and have made clear they will not challenge the takeover. The militia members are organized and have a relatively well thought-out plan of action.

With Darlington under their control, militia members quickly move beyond the city limits to establish “check points” – in reality, something more like choke points — on major transportation lines. Traffic on I-95, the East Coast’s main north-south artery; I-20; and commercial and passenger rail lines are stopped and searched, allegedly for “illegal aliens.” Citizens who complain are immediately detained. Activists also collect “tolls” from drivers, ostensibly to maintain public schools and various city and county programs, but evidence suggests the money is actually going toward quickly increasing stores of heavy weapons and ammunition. They also take over the town web site and use social media sites to get their message out unrestricted.

When the leaders of the group hold a press conference to announce their goals, they invoke the Declaration of Independence and argue that the current form of the federal government is not deriving its “just powers from the consent of the governed” but is actually “destructive to these ends.” Therefore, they say, the people can alter or abolish the existing government and replace it with another that, in the words of the Declaration, “shall seem most likely to effect their safety and happiness.” While mainstream politicians and citizens react with alarm, the “tea party” insurrectionists in South Carolina enjoy a groundswell of support from other tea party groups, militias, racist organizations such as the Ku Klux Klan, anti-immigrant associations such as the Minutemen, and other right-wing groups. At the press conference the masked militia members’ uniforms sport a unit seal with a man wearing a tricorn hat and carrying a musket over the motto “Today’s Minutemen.” When a reporter asked the leaders who are the “red coats” the spokesman answered, “I don’t know who the redcoats are…it could be federal troops.” Experts warn that while these groups heretofore have been considered weak and marginal, the rapid coalescence among them poses a genuine national threat.

The mayor of Darlington calls the governor and his congressman. He cannot act to counter the efforts of the local tea party because he is confined to his home and under guard. The governor, who ran on a platform that professed sympathy with tea party goals, is reluctant to confront the militia directly. He refuses to call out the National Guard. He has the State Police monitor the roadblocks and checkpoints on the interstate and state roads but does not order the authorities to take further action. In public the governor calls for calm and proposes talks with the local tea party to resolve issues. Privately, he sends word through aides asking the federal government to act to restore order. Due to his previous stance and the appearance of being “pro” tea party goals the governor has little political room to maneuver.

The Department of Homeland Security responds to the governor’s request by asking for defense support to civil law enforcement…

This isn’t some wild bee-ess from some Alex Jones site. This is the real deal. The author is a retired Colonel currently on staff at Ft. Leavenworth, which is the hub of all flag officer advanced education and indoctrination. Ft. Leavenworth is not called “the Little Pentagon” for nothing.

The piece is lengthy, but worth the read. It is basically war gaming how the United States military would be deployed to put down a “Tea Party insurgency”. Some choice quotes:

Under present law, which initially stemmed from bad feelings about Reconstruction, the military’s domestic role is highly circumscribed. In the situation we lay out below, even though the governor refuses to seek federal help to quell the uprising (the usual channel for military assistance), the Constitution allows the president broad leeway in times of insurrection.

Coupled with a gradual build-up of federal forces in the local area, all covered by the media, the effect of this pressure will compound over time and quite possibly cause doubt about the correctness of the events in Darlington in the minds of its’ citizens and the insurrectionists who control the town…
The design of this plan to restore the rule of law to Darlington will include information/influence operations designed to present a picture of the federal response and the inevitable defeat of the insurrection.

Combat units will conduct overt Show of Force operations to remind the insurrectionists they are now facing professional military forces, with all the training and equipment that implies…

A focus on the humanitarian aspect of the effort will be politically more palatable for the state and local officials. Federal forces continue to tighten the noose as troops seize and secure power and water stations, radio and TV stations, and hospitals.

A note of caution to those who have taken offense to the Tea Party- disenfranchised white males is a reality. The more comments we post on here taking offense to the scenario show the public what shade our professional military truly has. The Black Panthers and Nation of Islam have been marginalized and will never gain traction because of their idiocy. The Tea Party and potential fundamentalist groups who follow it will have the resources to make things caustic.

I have mentioned several times about them, our quisling children in the military, being ready to follow through on illegal orders specifically because they are the product of an enemy controlled educational system that intentionally mis-educated them to believe that the constitution is only for show and isnt really the foundation of our laws. I have also posted that they are our sons and daughters and should realize that, however they will most likely be sent to suppress and murder “other families” in other places than their own homes.. case in point: the ARG until that took such pleasure in illegally disarming citizens in NO, La after Katrina were from Oklahoma.
    I often wonder how History will treat their treason because no matter how it is written or who actually wins in the end they will remain traitors for eternity with the blood of their fellow Americans on their hands.. During our first revolution they were called “Loyalists”,, but no polite term will be used to define their treason, Traitor and Quisling will have to suffice.

    For those readers who object to my comments and portrayal of our present military currently serving us make sure you understand your duty regarding “Illegal Orders” and the rightful solution when received under arms by those who serve our enemies. Question your leaders and team mates about what they think their responsibility is and if they will follow orders to fire on Americans.. then adjust your thought process to compensate.

    Aside from our military we also have several layers of enforcers to consider.. many already under the flag of repression and treason but what remains as our only chance is to institute what Is referenced as “Romanian Rules: ( http://waronguns.blogspot.com/2007/05/guest-editorial-resistance-is-futile.html ) as fast and as totally as can be done because without orders or protection the quislings will crumble eventually.. then we can do some long needed spring cleaning.

    If we are very lucky our enemies will realize their transgressions and surrender themselves to us without blood shed, their enforcers will resign en mass and place themselves under arrest and our criminal politico domestic enemy will resign in the shame of their collective and individual treason and quietly await their trials..

    • Careful now — if you lay out these (valid) concerns around here, you might be slammed for being a “defeatist”, a “pessimist”, or a DHS troll. God forbid you should think critically, and realistically, about the long odds for FREEFOR in the years and decades ahead. Better to bury your head in the sand and assume a priori that the military will lay down their weapons en masse when confronted with unconstitutional orders.

      As for the paper cited, it doesn’t actually establish anything new — except maybe the bald-faced identification of the Tea Party (and the Declaration of Independence) as the enemy. Current DoD doctrine maintains that military can be utilized in domestic roles, in “stability operations” to maintain law and order — why do you think a Northern Command (explicitly covering the “homeland”) was ever created? To deal with al-Qaeda? Don’t be silly. As for the “Posse Commitatus” Act, we kicked that limit in the balls when we (Americans) clamored for the military to get involved in the Drug War, to show how “serious” and “tough” we were about drug trafficking. Once the door was open…

      Ironically, the push towards lower government spending (championed by the Tea Party, libertarians, and constitutionalists) is likely to have a perverse effect for our liberties in future. One of the easiest ways that the FEDGOV uses to reduce costs is to outsource functions to contractors. That includes DoD, by the way. Which means that if uniformed government employees (soldiers) refuse to act against fellow Americans, the FEDGOV can quickly shift to contractors to enforce its will (at a “savings to the government”). In short, if you got some cash, buy shares in DynCorp, Triple Canopy, or Blackwater, ’cause they’re gonna be mighty busy around 2020 or so.

      If it was easy, it would already have been done. It is not, it will not be, and the probability of success is miniscule — just like it was for the Founding Fathers. FREEFOR needs to develop strategic and tactical plans according to the dismal reality that prevails, not based on childish movie fantasies where the good guy never dies and always gets the girl.

        Mike, although I agree in part about the contractor thing, I know for fact that many of those in the contractor ranks will do the opposite. Many of those are ex-SOF and other military that are lickin’ their chops to fight the good fight.

    Very interesting article. Just by the tone of it, “they”-the government wonks-are whistling past the cemetery. It will not be some isolated group of Tea Party patriots in the Cradle of Secession. It will be the gang bangers and the FSA in some major metro area. Let’s see these craven hypocrites publish a scenario in their “war games” articles which has the economy melting down and the Latin Kings or the Crips and Bloods taking over sections of Chicago and New York. What would these “chairborne” pencil pushes do then? Do they even dare putting a plan on paper and openly discussing it? I think not. The REVs Jesse and Al would be leading a protest march to the very doorstep of the C&GS College. CNN would be all over this.

    As with all things, the most important information is not what was said (the data) but how it was said (the meta-data). In this case, it isn’t just some retired colonel shooting off his mouth on a blog. These ideas have been posted on a peer-reviewed, editor-reviewed site designed for supporting career military instruction.

    As you know, I have committed myself to not just bitching, but to taking action which moves the situation forward. In this case, here is what I think is the action item:

    Use this information, and the subsequent bitching it will evoke, to expose to those bitchers the national level of government for what it is: a mechanism specifically designed to extract value from you and me to feed the wealthy and powerful. All governments are this way, of course, always have been and always will, but the link in people’s souls between this particular government and presumed “righteousness” must be broken. This “small wars” article is more ammunition to help do this, as it identifies the raw Constitutionalist as the enemy of this government (regardless of whichever ruling party feeds from the trough), and in turn, identifies the Constitution itself as a broken contract between the people and the national government.

    Listen to (but do not precipitate) the bitching in your local meatspace, then help focus that energy where it can do the most good, by first breaking that mental link. All else will flow from this.

    And for those nay-sayers out there, yes, I did ask the man’s permission to link this first. Also, yes, “I told you so”. LOL, that never gets old.

  5. Tom Baugh makes an excellent point. This is not some retired Army Colonel spouting off on a blog. This is a peer-reviewed essay in an establishment think tank journel. IMHO, his choice of villains (evil white racist tea party terrorists) was a deliberate provocation, since Benson surely understands that a major urban area being taken over by MS-13 or other international gangs is far more likely than a small Southern town being taken over by geriatric patriots who desire lower taxes and smaller government.

    So the question must be asked: why did COL Benson (or his bosses) decide on this particular cock-eyed scenario? I think it was a deliberate act of trolling for violent threats in response to the essay. The online threats will then be trumpeted in the ABCNNBCBS “Pravda Press” as justification for more central control by the federal govt.

    The ultimate chutzpah is COL Benson justifying the crushing of the “tea party terrorist insurrection” by the Glorious Fatherland 5th Army (aka NORTHCOM) on the basis of defending the Consitution! I would encourage COL Benson to look in the mirror if he is searching for “domestic enemies” of our Constitution. We will not watch quietly as pretexts are built by the likes of him for turning the United States of America into the USSA.

    • Of course the choice of “bad guys” in this scenario is deliberate. This is they way those in positions of strategic planning want things oriented. This one scenario didn’t fall onto paper by accident. It wasn’t chosen randomly out of a dozen or so possible scenarios. This is they way they want the military and Law Imposement thinking oriented. “Think tanks”, like Brookings for example, start with an assumption (or a presumption if you will). The “way”, or the “path”, or simply “progress” is presumed to be a tightly controlled socialist democracy, in which the inhabitants have the illusion of “freedom” while enduring the lives of share-croppers. It makes perfect sense then that the target of the State would be those who would live as free men and believe in silly notions such as Life, Liberty, and Property. It is perfectly “reasonable” to target people who cling to romantic notions of an anachronistic, non-practical, document called the Constitution.

      Do you think the Fusion Center warning documents on potential domestic terrorists miracaled themselves into existence?

      In this case, Col. Benson and his bosses didn’t make a mistake in the example scenario they chose. They did it deliberately and with full knowledge of the rash it would cause. They will afterward say, “Look, this is just one scenario. There are others. Go ahead and war game all the various scenarios you may think of, we just want to start someplace…” Meanwhile, as good little staff officers begin to go out and war game more likely scenarios, the program continues apace, with not so much as a hiccup.

  6. In case anyone has not noticed… There are millions of people in the uSA who blindly follow their preferred party and call it patriotism. There are millions in the uSA who believe, at the mention of Muslim, Al Qaeda, Taliban, Jihad, terrorism, and etc., that our military should globe trot the world over in the name of safety and rooting out evil in the name of democracy. There are millions of morons in the uSA who blindly accept all the DHS psyops speak while crapping their pants at the mention of terrorists and give up their liberty. There are millions of sheople who think you are all crazy. You are all being demonized as we speak… and there are millions who accept that definition of you. This isn’t Russia or China… remember, this is the uSA. And there are hundreds of thousands of government employee’s who daily crap on you and your neighbors… with the blessings of millions of your countrymen. Act accordingly.

      Bravery and intelligence are not a common thing today, I know a few brave ones, but they won’t open their minds to accept who the real enemy is. They still listen to the “patriot” stations and think according to what Hannity or Beck tell them. The NRA and Romney will save us from the Evil ones. Blindly following, looking for another messiah to save them, always wanting an easy way out. We are outnumbered by our own neighbors.

  7. For one, this case study is based on a faulty assumption that constitutionalists will first take over a county or town by force. More likely than not, we would just move into the town as residents and then by sheer numbers replace all leadership through the ballot box rather than provoke hostilities. Thus making this war-gaming a mute point, unless of course it is now the stated policy to only allow federally approved local government to exist rather than duly elected local government.

    Second, this retired colonel is operating (and teaching) from an assumption that the military is the only one that learned a thing or two from the insurgencies in Iraq or Afghanistan. It is an assumption that points to conditions where “insurrectionists” will still intentionally create conditions so that they will have to meet military force head on in a traditional “fight for a mountain top to hold” type of situation. That is a losing strategy at the outset of things.

    The assumption is that we are stupid (more so than the goatherds in Afghanistan) and can’t possibly withstand the might of the federal government and its agents. It was our founding fathers that first showed (at least in modern times) how an insurgency can overthrow an empire after all. It’s in our blood, even if it’s been laying dormant for the last 150 years or so.

      Rome burns, yet I do not see a contextual solution. I am like others all for the pointy finger game, and then I will go inside too ! I believe the same attribute we shall call ‘sein die’, which may let you in on a comprehension, that is if you don’t know it already, in which case we leave the conundrum for others . I may be stupid but I am no fool. I say this as an observer of mobs in action of all descriptions. It is elemental, prehistoric, medieval call it what you will but it is real, sad, pathetic, inspiring and deadly. It is still people behaving as according to the herd and then they will lay down their fire brands or pitch forks and go have a McDonald. I believe anecdotes among the many contributors will be as many as the words that are written, yet I am a firm believer in the philosophical Akkams razor, with a touch of historical fact to support it. Whereas our younger ‘quislings’ enthralled with the gift of post industrial thinking with attached ipods, even further enriched by perceived drone like media projected superpowers to occupy their solipsistic minds, I am lead to believe the older generation or those that touched a true golden age have much to thank and of course much to bereave.

      Again, you may have simply explained apathy by analogy which on second thoughts is probably more to your purpose, how naive of me ? Yet it is the same as those who misunderstand the purpose of the archaic document that one of our favored called a Goddam piece of paper. It has the same fate as the great Rhetra, the Magnum Carta, and others lost in history…. Cutting a long story short, the administrators or the state is the ball carrier on this ride, and the Lord help any of the detractors who choose to test the metal of a bureaucrats nib. They have learned to decimate far more efficiently than the Romans ever could, while having even smaller concern over yours or our personal interests. The new hive mentality was enshrined in allowing the rise of the Ephors of old times back into a position of power. On one hand we say we omitted them, yet quite the contrary here we are today, a nation of law, excises, stamp duties and orders. More specifically a nation run by ephors, just as the Helladians and their forebears,. Out of their ashes rose Rome and its obvious inheritance of praetorian doctrines, a cycle I can least describe better than R.J. Rummel in his epic thesis on ‘Power kills’, and the purpose of state. Regardless the ancient revivalist movement as professed by the Greeks have left the city walls and now enter your bedrooms to ordain excise and collect their rents. Indeed the Malthusian doctrine lives and prospers well and shall rent all that is can tax, even the womb. Occasionally they may thank you for maintaining their property, but rarely will the concept be understood. Got your rent ready !

    Quite an interesting discourse and all of course subjective. Still, the fact remains that US Americans by and large are bred to be secular, the very word ‘consumer’ should bring shivers to anyone’s timbers when spoken as the idiosycratic descriptor. Whatever laws are administered by whatever policies, the top down command economy should at the very least be acknowledged. The federal government no longer is fiscally administrative in the light of financial reform after the great bankruptcy, it has taken the opportunity to enforce by compulsion administrative policies by virtue of the new world bible. That is of course the first welfare theorem, learn it and understand it. In the great realms of philosophical discussion, which for the sake of this whole forum we discuss hypothesis not action. Let us understand notionalism’s, denominationalism’s, utility, the collective good and any of the dangerous ism’s that have plagued Humanity since the dawn of thinking. The first question is, Is the US a command economy ?, my answer is yes. The simplest proof that it is not a free market economy is exemplary at it’s simplest level by our CEO of the time phoning the oil cartel and asking for a break for his franchise. They complied, no market forces required here in an analysis. The second question is regarding equality, Is the US an equality based society ?, well the answer would seem obvious, but we should look to adding the M3 fiscal standard back into calculations before we commit to an answer. My answer would be, No, the US is a command based economy and all things are not egalitarian for it’s inhabitants nor their predetermined futures. We further define the word fair in a politicians lexicon. What is fair has nothing to do with economics but everything to do with corporate communism. Fairness is as observed from congressional minutes, decrees and fatwa’s, are simply the words of UN ordained federalists who are purview to a different world view than the isolationists to which we directly address actionable alinsky type unchoices.
    Who was it that said the people shall be enslaved by their own prejudices, a prejudice can be natural or inculcated. I could ramble on with my BS forever, but at the end of the day I am comforted to know that nature always has the upper hand, and will apportion each according to their own. She never was a happy widower and has about three and half billion years to get it right, we do not need to be part of the equation.
