What is “Based” Stick Man? I know him as “Stick Man”, but people are adding the word “Based”? Can some explain?

Based is; doing and saying what you want – according to the urban dic.
The nuances of not being rude are important. Being based doesn’t change civility. It’s not being crude or rude, it’s speaking and acting truth.
Debased mreans to have the value lowered or demoted. I suspect that the course this slang took started as something about representing your full value and worth as a man.
I’m not the expert. Just some thoughts about it from what I’ve seen.
It’s apparently a newish word or connotation. I too had some confusion about it. I decided I am old enough that the English language is now passing me by.

It is accurate for the community it was designed for. Internally circulated and morale boosting. It was certainly not intended for older demographics or external use in that form. Many have been produced without the label and his name for dissemination. This being the internet, I am not surprised this has spread.
It is sufficient for that community.
It reduces the effectiveness of an otherwise-great design and imagery.
Just learning from others.
When you make a meme, check the punctuation. How hard is that? People who cannot use their native language properly are not considered serious.
Subject to ethnicity, of course.

“Based” is a 4chan term it means “not afraid of what other people say.

If anything, I’ve noticed minor punctuation mistakes have a higher-than-normal chance of propagation and since most people won’t notice and don’t care, it’s better to just bang them out. The subject of this has too many though. For infographics it’s more important, while you overload people on just how damn correct you are about everything :^)
Or, you could just learn to fucking spell, punctuate, and communicate in your mother tongue at grade level.
Let’s leave ebonics to the other side, and let them own it.
